The Real Landis Scandal is the UCI

"UCI President Pat McQuaid told the Associated Press that Landis' allegations [that Bruyneel met with the International Cycling Union to ensure details of a positive test remained confidential due to a “financial agreement”] were "scandalous and mischievous." "These guys coming out now with things like this from the past is only damaging the sport. If they've any love for the sport they wouldn't do it," he said." (Cyclingnews.com)

McQuaid doesn't deny that Bruyneel paid off the UCI to drop a positive doping test. He pretty much is saying that bringing this up would hurt the sport. In fact, it hurts the sport's governing body, the UCI, because it calls everything into question relating to the UCI's anti-doping mission. Who else has hushed up doping positives with money? Why doesn't McQuaid deny the claims?

Armstrong doesn't deny the claims either. He simply keeps saying he's never tested positive.
