Waterboarding is torture. Such torture was, is and continues to be illegal under any and all circumstances. Torture is not effective at obtaining reliable information (people will say anything to stop the torture), and didn't work when the CIA used it. We have now set a precedent that subjects our troops and citizens to torture by other countries (kudos to John McCain, a former POW, for taking a stand on this), and renders any stand we take on human rights laughable.
